No, more likely he will have to ask around, gain the trust of his peers, and either offer up his abilities as proof of his goodwill, or hope they trust him enough to offer the information in turn.

Are there specific rules to who you can tell, and who you can't? Or is it all at your discretion?

I will have to find them on my own, I believe, if there are any more like me. Whether that is what I do, or something else.
